How should i confront my loud up at all hours of the night neighbors?

I live in Military housing and have been dealing with night owl neighbors. They are younger and they are LOUD. they stomp up and down the stairs, & argue constantly, at one point they left their windows open during intimate time. I think I've just hit my breaking point because I injured my leg last night and had to sleep on the couch to keep from rolling on to it. I could hardly sleep because it seems like every hour they were stomping up and down the stairs or arguing, and then very early this morning running a vacuum cleaner. Obviously they don't understand how disrespectfully loud they are being. I want to confront them but I don't want my emotions to take control and just gripe them out. So what should I say to get the point across in a nice manner?
